I don&#039;t know much about construction projects, but when reading your posts about this issue I have to conclude that building a reasonable facility (i.e., one that is favoured by musicians and performers, has advanced environmental features, is integrated into Fanshawe and other institutions) will take at least several years.  The process of community consultation, negotiating with key institutions, designing the building, securing financing, and actual construction cannot be accomplished  in a matter of months.  If that is the case, it will not be the kind of short-term stimulus that many people are calling for.  I think that a PAC could be a good idea for London, but it doesn&#039;t need to be justified by reference to its use as a stimulus.</description>
