The process of community consultation, negotiating with key institutions, designing the building, securing financing, and actual construction cannot be accomplished in a matter of months. If that is the case, it will not be the kind of short-term stimulus that many people are calling for. I think that a PAC could be a good idea for London, but it doesn't need to be justified by reference to its use as a stimulus. David,
